SEAMEO BIOTROP's 11th Five Year Development Plan (FYDP)
Amidst challenges and opportunities currently happening, the 10th Five-Year Development Plan (10th FYDP) of SEAMEO BIOTROP ceases at the end of July 2022. During our journey in implementing the 10th FYDP, many achievements are reached despite emerging obstacles. In continuing our journey into the 11th FYDP, SEAMEO BIOTROP has adjusted and reformulated its strategies and programs to improve the Center’s impacts on the communities at the national, regional, and international levels. Several transformations are made to further adapt to the digital era for tackling critical issues in tropical biology, saving biodiversity from mountains to oceans, and maintaining resilience against the impacts of climate change. The 11th FYDP is developed by first carrying out deep analyses of the implementation of the 10th FYDP, followed by recognizing the strengths, weaknesses, opportunities, and threats (SWOT analysis) of SEAMEO BIOTROP for continuing its journey in the next five years. The SWOT analysis is used as the basis to formulate the Center’s vision, missions, strategies, program thrusts, and flagship programs. Transformation of the Center’s organizational structure is deemed necessary to support the implementation of the 11th FYDP. In the 11th FYDP, the new vision of SEAMEO BIOTROP is to become a reputable center for sustainable biodiversity management in Southeast Asia. The new vision carries a tagline of “Saving Biodiversity from Mountains to Oceans”, with three bold missions namely: 1) To deliver innovative products and technologies in science-education, particularly, for saving biodiversity in transforming best practices for the betterment of Southeast Asia society; 2) To promote applied science education in the sustainable use of biodiversity for the well-being of society in Southeast Asia; and 3) To build highly competent human resources for sustainable biodiversity management in Southeast Asia. The featured program thrusts in the 11th FYDP are 1) Restoration and conservation of unique and degraded ecosystems; 2) Sustainable of management and wise utilization of biodiversity, bioenergy, biotechnology, and food security; and 3) Strengthening ecosystem resilience to global climate change. The three program thrusts are translated into seven plus one flagship programs and enhanced by the implementation of the 10B’s Programs. In supporting these changes, SEAMEO BIOTROP formulates new core values mandated in every element of SEAMEO BIOTROP organization. The new core values are Sustainability, Creativity, Integrity, Equality, Naturality, Connectivity and Egality which are abbreviated as S.C.I.E.N.C.E. It is challenging to transform, however, as Charles Darwin once quoted “It is in the long history of humankind that those who learned to collaborate and improvise most effectively have prevailed”.
